Also that small banks can be as destructive as big banks. But what is being proposed is not that RBS were tough on struggling businesses, but that they are accused of deliberately damaging them. What I'm saying is not that local banks would be immune to this, but that it is somehow more obvious - and the implications are more obvious too.
